[Chicago] Digital Ocean, pip, and UFW on Ubuntu

I recently deployed a DigitalOcean droplet with Ubuntu and followed the
documentation to harden the server and get Flask up and running with
Gunicorn and Nginx.

However, after configuring UFW, I found I cannot get pip to work without
disabling the firewall.  I tried allowing port 3128 for pip, but that has
not resolved my issue.

I'm hoping someone on the list has encountered this issue before and found
a fix.
