[Chicago] A mini-tutorial on deploying smart contracts

If anyone is still curious, I updated the tutorial to be a 100% (or as much
as possible) python decentralized application.

I'll also try to keep it up to date. The smart contract landscape has been
moving so fast I had to patch multiple breaking changes introduced since I
first sent this out ~2 weeks ago.
