[Compiler-sig] Shutting down the Compiler SIG

The yearly review of the Compiler SIG's activities is long overdue
(the expiration date was June last year).  Looking through the
archive, I find that the SIG has been mostly a misguided forum for
random Python questions.

Python SIGs are supposed to have a clear goal and charter.  This SIG
hasn't done anything towards its goal or charter lately.  So let's
admit that this SIG serves no longer a purpose, and shut it down.
