[C++-sig] Documentation

Hi Dave,

I will have some time to contribute to boost.python, but I don't think that
I'm able to implement functionality or write documentation. I thought it
might be helpfull to prepare at least the html code for the docs. Do you
think it would be usefull, if I create files like the attached one where
somebody else could fill out the missing parts. So you would at least not
waste time with copy and paste and don't have to care about layout.
