[C++-sig] Default Numeric module

It seems that the documentation and actual behavior or the
numeric::array class do not agree with each other.  The documentation
states that Numeric.ArrayType will be used in preference to
numarray.NDArray when both are available, however the opposite is true.

I can commit a trivial patch to correct the implementation, unless it is
the documentation that is in error.
