[C++-sig] please add python::raw_constructor

Hi,

I am successfully using raw_constructor implementation found at 
http://markmail.org/message/s4ksg6nfspw2wxwd (in the attachment).
Wouldn't it warrant consideration for inclusion into the official
boost::python, to complement raw_function?
