[Cryptography-dev] Loading RSA Certifcates

I am currently working on this and we should have at least OpenSSL
traditional format and PKCS#8 private key loading in 0.3.
There is a PR under review on GitHub here
https://github.com/pyca/cryptography/pull/627 if you'd like to take a
look at our proposed API :)
