[Cryptography-dev] PyNaCl

Given that it’s (mostly) mature I don’t see a problem helping maintain it.

I don’t honestly have a lot of time to manage PyNaCl, most of my spare OSS time is chewed up with packaging stuff. If other people want to adopt it then that’s fine with me, if not then IDK what we should do with it.
