[Cython] Anyone for a doc cleanup before the release?

I'm reposting your questions here, in case someone has an opinion on them:

What to do with duplicate citations (Sage, Pyrex). Perhaps make a separate
citations page?

What to do with sources that are not included anywhere (welcome,
userguide/numpy_tutorial, /userguide/pxd_package)

public keyword has a dual use; perhaps a section in reference/language
basics describing the two would be appropriate?

I've also tentatively enabled intersphinx extension to reference standard
python keywords, is that OK?
