[Cython] changelog for regular releases (was: ref-leak in 0.17)

One thing I noticed for this tiny release was the overhead of creating a
separate release notes wiki page for it to list all changes there. What
about keeping the current changelog in the source tree, so that we can
immediately add comments to it when we commit changes that we consider
noteworthy?
