[Dateutil] Forthcoming dateutil 2.6.1 release

Barring any last minute problems, the master branch on github now has all the code changes for the forthcoming 2.6.1 release. If there are any comments on the new release or the release notes, please see github issue #397: https://github.com/dateutil/dateutil/issues/397

I'm planning on preparing the final release this weekend and uploading it to PyPI on Monday, so if you'd like to test your downstream code against the latest version before the release, now is a good time.
