I have no idea how true that is - I didnt write it :-)

But the ODBC distributed with Pythonwin is not at all dependant on
Pythonwin.  It requires only "dbi.pyd" and "odbc.pyd" to run.
Pythonwin is just a convenient vehicle for distributing it, and
keeping it up to date...
