[DB-SIG] DB API Spec 1.1 Roadmap

Following Greg's proposal, I suggest the following schedule for
standardizing the 1.1 version of the official DB API Spec:

Last Call deadline:   1999-03-12
Final Call deadline:  1999-03-26
Posting of the Spec:  1999-03-29

Comments will be received until the 12th and folded into the Spec.
The updated Spec. will then go into the final round until the 26th.
