The licence says "non-commercial use is free of charge".

For example, if i make a software with an opensource licence (GPL for
example), and i sell services around my software, can i use mx.odbc
without paying ?

It'll be more clear if it was two licences, one for commercial product
and one for gpl or open-sources product. Like qt.
