My 2 cents, this is what I do and it seems to work out OK:

Sourceforge is a great place to host. I don't like CVS that much but it
is better than nothing and sf.net is much more than free source code
control (mirroring for one).

As for publicity, I usually make use of the web page hosting at
sourceforge and then use http://www.google.com/addurl/ to add the page
to a search engine (as most people use Google).  Similar advice for
yahoo, etc. There are places that claim to submit to multiple sites but
I've never used them ( http://www.evrsoft.com/fastsubmit/ )

If the module is partially DBI compliant try and get it listed on
http://python.org/topics/database/modules.html (see the "Email Us" link
on the left of that page). If it isn't slightly compliant get it on
http://python.org/topics/database/other-db.html

Finally, register the project on http://freshmeat.net

I find this covers all the places I would think to search; I'm sure
there are other things that could be done but it will get you started.

RE clipper, have you seen http://www.harbour-project.org/ ,
http://www.xharbour.org/index.asp?page=about/index and
http://www.itk.ru/english/clip/aboutclip.shtml I have to confess I've
not used any of them. The Clipper community is still going strong.
