[Distutils] New snapshot with MSVCCompiler integrated

Hi all --

this code has been in the CVS archive for a few days, but I've slacked
off on making a snapshot and announcing it to the list because I knew
there were problems with it (there still are).  But, it's probably worth 
announcing anyways that I've integrated Perry Stoll's patch for NT and
his MSVCCompiler class.  Hooray!

There's also an example setup.py that successfully builds Numeric
Python, *but* it's not in the source tree right now.  Oops.  It doesn't
work on Unix because UnixCCompiler and MSVCCompiler (currently) deal
differently with source files in other directories.  I'm fixing that now
in my current copy of the code, but it's not ready yet.  I'll post the
sample setup.py to the list separately -- it's worth discussing.
