[Distutils] New snapshot (soon)

Hi all --

I have just thrown together a new Distutils code snapshot.  This is the
first of several that will lead up to Distutils 0.9, which I hope to
release before Python 1.6a3 (whenever that comes).  (And assuming that
it's not 1.6b1!)

It's not available right now, but should be soon: see
