[Distutils] win32 default installation

Is there any reason why the default directory for .pyds seems to be the
base python install dir rather than the DLLs directory underneath it? 

Normally .lib files would go to say c:\Python\Libs and the corresponding
.pyd would go to c:\Python\DLLs

I have a pure C extension and it therefore has no natural package home
so I would normally put that into DLLs, but it seems to be copied into
the base dir.
