[Distutils] what's new in distutils?

Most of these are minor bugfixes, or support for a new compiler
platform such as Metrowerks on the Mac.  There are no new features as
such, to my knowledge, and I'm not to go about adding any right now.
(Greg, are you keeping up to date with Distutils-SIG traffic again?)
