[Distutils] compilation error (multiple compilations)

FYI, we finally figured this out sort of. The problem arises when a
list containing only the empty string is passed into the
extra_compile_args argument to Extension. This came up since we're
getting some CFLAGS settings from the package we're wrapping. A simple
check to ensure we have a real value for this solves the problem.
I still have no clue why this happens though. Just thought I'd send out
a response in case this bites anyone else.
