[Distutils] Problems installing data directories if has SUBDIRECTORIES

[seberino at spawar.navy.mil]

My setup.py can create the tarball fine but when I try to
install then it chokes when it gets to a subdirectory.

It gives error about subdirectory not being a "regular file".

It obviously expects the directory to be a file and gets
confused when it is not.

How fix?
