Timeframe: for Python 2.4.  The Pythonmac-SIG is moving on building a 
package manager, and that's likely to drive some changes.

Changes: mostly just cleaning up and rearrangements; I don't want to do a
massive set of changes that would break existing scripts or require creating
a distutils2 package.
