We can't do that without breaking the policy that maintenance branches have
no new features (e.g. 2.3's register command, various changed options on
bdist_rpm, doubtless).  If Distutils can add new features, why not other
modules?  

It would be possible to go through the CVS logs and tease apart which
changes are just bugfixes, but someone would need to volunteer to do that,
and it would be a lot of tedious work that only benefited old Python
versions.
