[Distutils] "maintainer" definition

I have a quick question regarding the maintainer{,_email} fields.  Who
exactly is supposed to be mentioned here?  I checked the documentation
and did not find anything on this topic.  "Distributing Python Modules"
just mentiones that you can also add this information to the setup.py
file, while "tasks and roles" document uses a completely different
terminology.  So is there anything like a description of a maintainer?
