[Distutils] Anti-bacteria treatment

Ok.

1) All distutils subscribers using Windows, _please_ update your anti-virus
software and scan again now. (Quick! The cows are out of the barn!)
Someone with the distutils address in there address book _is_ (or was)
infected and it really _could_ be you...

2) Can this list refuse mail from non-subscribers, like the other ones
rejecting the spoofed vir** apparently are, so we stop getting notices
from vir** spoofing the distutils list address?

<sigh>If Python wasn't cross-platform, there'd be _no_ use for Windows</sigh>
