Mmmm, just about every distro is using the concept of
splitting out packages you don't need if you're not
a developer, but it's wrong in this case.  I looked
at some other distros and they're not doing this.
If there's to be a python-devel package it could include
the C-language headers and link-time python library,
but not distutils (suse's package includes all of these).

I'll drop someone I know there a note privately but this
doesn't really constitute a formal bugreport.
