[Distutils] License for virtual-python.py?

I've got a PSF contributor agreement, so I could check it in.  Somebody 
would need to vouch for maintaining/documenting it, however, as it's only 
lightly documented at the moment.

Mainly, I don't want to be the one to run the Python-Dev gauntlet to get it 
in.  I'm burned out on the "slings and arrows" of the process at this 
point.  If you or somebody else wants to adopt and champion it, great, I 
salute you.  :)
