I believe you submit an entry to the PyPI request tracker; but you might 
want to check on the catalog-sig, which is where PyPI itself is discussed.

There is some outstanding sentiment that it should be easy to add 
classifiers, but also some pushback that they're supposed to be "Trove" 
classifiers, whatever those are (only partly joking).  Whatever they are, 
methinks they're a little too deep, hierarchically speaking, for 
Python.  Flat is better than nested and all that.
