[Distutils] Cannot install pygtk with easy_install

I could've sworn this problem was already fixed, but as it turns out, 
it wasn't fixed for actual file downloads.  I've fixed it in SVN; you 
can "easy_install setuptools==dev06" to get the fixed version.
