[Distutils] Old bug still unfixed? [ python-Patches-1183712 ] package_data chops off first char of default package

I wonder why nobody replied to any of my mails - I sent this simple patch and 
another slightly more complex one for handling the she-bang in script files:

Finally, there was the shared library question, but I can very well imagine 
that no one had a solution for that one..
