[Distutils] Overly picky about file URLs

Ah, I see you're point.  The leading '/'s would need to be added  
upstream of the local_open call.  When I get a chance I'll see if I  
can make a better suggestion.  I'm afraid this isn't very urgent for  
me atm, as I have a work around in buildout.
