[Distutils] setuptools bug report: include_package_data is on by default if there is a find-files plugin?

Folks:

If my setuptools_darcs plugin [1] is installed, then all files under  
revision control get included in packages, even if  
include_package_data=True was not passed.

I'm going to leave my README.txt claiming that this argument is  
necessary, under the hypothesis that this is a bug.
