Beats me.

/me looks at the cvs log for the spec file that generated TestGears

Looks like the person that built the file initially in 2005 created a
zipped-egg and hand created a .pth to go with it.  A new maintainer took
over and when they rebuilt the package for the setuptools that changed
- --root to include --single-version-externally-managed they were confused
and changed the .pth to include the egg-info directory.

/me makes a change in cvs and removes the package from his system for now.

Yeah, I thought it was odd too :-).  But I was only instrumenting the
code to figure out what was going on so I took it at face value.
