[Distutils] Setuptools Bug: all files installed +x

Neither Windows nor zip files support permissions at all, correct?
Thus neither one is a reason to mess with the permissions, right?

As for the revision control systems: I'd like to learn about those that
don't support permissions, because I am not aware of any and I'd like to
avoid them in the future.
