[Distutils] Testers wanted: about a dozen setuptools bugs closed in trunk

I've checked in numerous fixes to bugs from the tracker today, with 
the intention to cut a c9 release on Monday.  Please update with 
"easy_install setuptools==dev", and try it out.  Thanks!
