[Distutils] patch for zc.recipe.cmmi

This sounds good to me.  Ooooh, even a test update! :)  I'm not sure  
"dev" is the best option name. I wonder if anyone else has an opinion.

I'd prefer you check it in yourself, if you are a zope contributor.   
If not, then I or someone else with zope check-in access will apply it.

That would be fine too, although I think this is a fine addition to  
the cmmi recipe.
