[Distutils] PyPI registration and ownership of package names

Are PyPI names exclusive to the first registration?

Not to single out a particular developer, but does the presence of
http://pypi.python.org/pypi/Reporting/1.0 mean that the top-level name
'Reporting' always and forever belongs to a proprietary package with no
upload?
