[Distutils] bootstrap.py doesn't work offline?

That's right.  bootstrap.py is essentially

   exec urllib.urlopen('http://someplace/somescript').read().

I was scared too when I first saw it.

But you don't need bootstrap.py if you already have buildout installed.
