[Distutils] [issue48] ignores --build-directory= option if argument is a local file

This is as-documented.  Per the docs:

"""If a package is built from a source distribution or checkout, it 
will be extracted to a subdirectory of the specified directory."""

That is, --build-dir applies only to SVN checkouts (done by 
easy_install itself) and source distributions (i.e. sdist zipfiles 
and tarballs).
