[Distutils] Distutils and PyPI : P4-Sprint in D.C.

We are going to have a P4-sprint (pre-pre-pre-PEP sprint) in D.C.
during the Plone Conference.

The idea is to try to bring the discussions that have been going on in
the mailing lists into the next stage.
