Yes, there are more and more available, but I don't want to rely on a
VCS or a DVCS to build a source distribution,
or to wait for the next plugin if I upgrade my (D)VCS or change it.

It doesn't make sense to  have the list of the files in .svn or .hg
files. for your package.
Plus, some svn viewers will not show you the .svn, so you ware unable
to now what gets into the dist.

It should be agnostic imho and explicitely defined in the package.
