[Distutils] Python people want CPAN and how the latter came about

That's quite a good news. Let me know if I can help somehow in that process.
In any case I am interested in the problems you've had with sdist in
order to improve it.

Wether this happens in Distutils or in Distribute if it's too late for 2.7
