[Distutils] Python people want CPAN and how the latter came about

No. progress is useless but indeed beautiful and a nice enlightement.
If it's a 2 minutes dev, it can be nice, on the other hand i think we have much
problems to solve :p.
The only feature i thought useful is partial upload (to resume on errors).
We, in France, have for the whole good connections but not everyone.
I have a quite poor connection here for example :).

Both i think, it's easier to use the transfer programs that we are used to use
to transfer things.
And ssh is damn good for that, easy to setup, secure and so on.

But it's only butter, in fact i am just happy with sdist upload.
