Explanations are not denial.
Several concrete points where PyPI can be improved has come forward.
Requiring upload is not one of those and will not make it better, even
if it is possible it makes it more CPAN-like. Neither is the
requirement that metadata must be available in the same file structure
as the distribution files something that will magically make PyPI into
CPAN.
The idea that to be as good as CPAN is has to be exactly like CPAN and
work exactly like CPAN is misguided.
