I think we could settle on a reduced spelling / set of semantics which
could be used for the 'Requires-Dist' / 'Obsoletes-Dist' /
'Provides-Dist' fields called out in PEP 345.  Limiting the versions
which can be placed in those fields to a subset would allow us to move
forward on that PEP, without in any way requiring that people give up
using the more exotic spellings for their actual released versions.

Tools which encountered such version IDs should just "refuse to guess"
about their semantics, and require the user to disambiguate.
