[Distutils] Progress on the first distribute release

I've created the initial structure in docs/ and pushed api_tests.txt
doctest to the tests directory

Now we can start working in the docs/ directory,

instead of puting backs bits of setuptools docs there, I was thinking
about starting a
documentation from scratch, with these sections (and probably a lot of
links to the current peak website):

A- why a fork ? what are the future plans
B- how to switch from setuptools
C- a step-by-step tutorial on how to use the tool
D- good practices in recipes

A and B would be the only required part for the 0.6 release

Opinions ?
