[Distutils] Colour this bikeshed: Name for setuptools fork

I disagree. Phil could have made this *much* easier at any point by just 
giving more access to setuptools development. He's stubbornly refused to 
do either this or develop setuptools himself.

If he knows otherwise, I wish he would say something publicly...
