I think that would be an excellent idea. A dictator would consider all
the arguments, and *declare* the name, knowing they would be responsible
for the consequences of that decision.

Huh? A dictatorship doesn't involve a poll. A poll is what you use when
you don't want responsibility for the decision. Or are you saying the
results of the poll don't matter?
