[Distutils] Addendum SOLVED: bdist_rpm and pre-release python packages / eggs (was: pre-release versioning problems with sdist, bdist_rpm, bdist_debian)

The mail I sent earlier had a patch which seems to depend upon a RHEL-
distributed patch which I am now attaching (along with the original patch 
too).

I have logged bugs in the pertinent bug trackers.
