[Distutils] People want CPAN :-)

To the people who wants a rewrite, two things need to be asked:

1. Do you think the new PEPs in development should be followed? In
that case, what is the benefit of rewriting, instead of fixing?

2. When are you done? :-) I'm not being rude, but this is open source.
There is no "Someone" that can rewrite distutils from scratch, it must
be done by those who thinks it should be done. Those who think
distutils should be rewritten from scratch need to sit down and do it.
If nobody is willing to write the code, the code is not needed.
